THOMAS C. COSPER - OWNER

In 1991, Tom, after taking early retirement from the corporate world and settling in Palm Harbor Florida, became a licensed, state certified contractor, (no. CRC 057079).  Having been in and around the construction industry for many years, he saw a need for the more cost effective construction management concept as an alternative to the traditional contractors high overhead and profit margins.

With that in mind, he founded CCM where his experience, organizational skills and proven ability to handle complex projects serve him well.

He also brought into play the interior design talents of Marilyn Cosper.  Her expertise serves both the client and company in various detailed selections needed to build and complete a custom home.

As their business has grown, the need for additional experienced help was needed to form a team.  This team now included an Office Manager/Accountant, Operations Manager and Field Superintendents.

CCM differs from most builders in that we use the “Construction Management System” for most projects.  In this concept, the Owner retains financial control instead of surrendering their money to a builder to spend for them.  The Construction Management System requires a comprehensive, line item budget as the financial basis of each project, which CCM makes completely visible to our clients.  Since the Owner is in control of the funds, all invoices are verified first by CCM, and then forwarded to the client, who writes their own checks directly to the payees.  Each check is processed through the CCM office for control, before disbursement to the payees, while lien releases are collected in the process.  Building this way, the Owner knows where every penny of their money goes.  It is the safest way for an Owner to build financially and using this system, we have never had a lien filed on one of our projects.  This open book, straight forward approach is not only popular with our clients, but with their lenders, accountants and attorneys as well.
